Default D16y7 block, put on Z6 head with P28 ecu Need help please

Hello, my buddy put a Z6 vtec head on his D16y7 block, with p28 ecu, and it wont rev past 4k RPM. When he tried the ECU from the 00 civic, it worked fine. Could this be a bad P28 ECU?

Any help is great. Thanks!

you have to check your wiring into your ecu. The wiring is different.

did u use the engine harnes from the vtech head or ur orig

Yeah, used same engine harness, just got a jumper for the p28 ecu
