D15B8 Misfiring, Im stumped

Default D15B8 Misfiring, Im stumped

OK a friend and I have a 95 Civic CX with a d15b8 5sp all stock 175k miles or so.
Had a misfire when we picked it up and is very low on power. We have narrowed it down to cylinder #2 is not combusting. We replaced the rotor, cap, wires, plugs. We tested compression and that cylinder came out about 165 the rest between 175-180. Pulled injectors all are firing. All four cylinders are getting spark, tested two different sets of plugs and two different sets of Honda OEM wires. NO CEL's at all and the light does work. When the plugs are pulled after about 5 minutes at idle three of them are black and wet. Cars smells of fuel when driving and lacks power at all RPM ranges.
Timing belt is new withing 5k miles.

Im thinking the dizzy is **** and its not getting a strong enough spark. Does anyone concur?

have you checked for any vacuum leaks?

Yes, Sorry I forgot to mention that, even went as far as to replace most of the hoses. No vacuum issues

OK found a problem that was previously unknown that may fix this issue. Throttle Body Gasket was torn up and folded over itself blocking off some air lines and assumingly screwing with the MAP sensor and dumping fuel in the cylinders. Picking up a new oem gaslet tomorrow from Honda and installing it to see wat it does. Hopefully this works, I hate buying used cars.
