d15b7 into 96 hx - stutters andf hesitates with P06 ECU

OK I swapped an d15b7 into my 96 hx for some reason when I put p06 ecu in it studders and hesitates till 2500 but I use a p2e mt it runs fine but won't let go above 5500 rpm has anyone had this problem

Are you using a proper conversion harness for the OBD1 ECU or have you installed the OBD1 wire harnesses?
