Well VTEC didn't hit the Civics until '92. Some of those said it, none of the 96-00 said it, the 01-05 have it on the plastic coil cover.

Fact:

1992-1995 D16Z6 EX/Si engines were VTEC, but only 94-95 valvecovers said "VTEC" on them.

1992-1995 VX D15Z engines were VTEC-E, but again only 94-95 said VTEC-E on them.

96-00 D16Y8 EX engines were VTEC, but only say "Honda" on the valvecover.

...but I'll echo in that the D15B1 is definately not VTEC, in fact, it's barely fuel injected with the two injector bullshit manifold set-up. I know because I've owned two of them.

Let me guess:

You hatch has a 4-speed tranny, vinyl seats, and the gear sgifter sticks up right out of the floor with only a rubber boot at the bottom, right?

Sounds like a Standard/STD model.

you should convert to a d15b jdm motor its vtec and pulls hard i have one in my 91 dx hb and i beat rsx-s and 91 crx with ls swap at track and i only had bolt ons...but the d15b1 is not vtec. you could slap a vtec head on but its pointless so get a d15b its ur best bet for singles.
