Icon5 d15b head on d15z4 block

Hello everyone, I have a 96 civic ek3 with a stock d15z4. I recently swap it's head with a d15b one. I am using my stock ecu with a vtec controller to activate the vtec at around 4500rpm. I changed the stock fuel regulator to an aftermarket one. I am still using the stock intake manifold and the throttle body. The issue is that when vtec kicks in, I don't actually hear that awesome sound neither do i get a good pull. Anyone knows the issue?
And yes, vtec does activate, i hear the clicks, it does get proper oil

Get the correct ecu. Vtec requires fuel and timing changes that only the ecu cam control. And vtec engagement on a sohc will never sound like a dohc.
