D15B Gas mileage...could it be wrong ECU?

Default D15B Gas mileage...could it be wrong ECU?

Car: 93 Civic EX 2dr
Engine: D15B Non VTEC AUTO
ECU: P28 A51

First off let me state...this is not my car...and I'm not 100% sure on ALL the issues...but I'm trying to help this kid out and would like to know if I could get a good base on here to start attacking some of the issues.

He says gas mileage is horrible on it...

CEL: He got it pulled at a local shop and said it was "something something VTEC"
Sorry that isn't too specific but that's what I have to work with.

Question: I'm assuming the p28 is looking for VTEC...and since it isn't there...it's throwing that code...would this cause him to have bad gas mileage? Is the p28 basemap so different that it would create issues with gas mileage?

What would be the best ecu to get for it? I have done a decent bit of research and very little shows up as far as the non-vtec and what the original ECU was that goes to it.

If the basemap is close enough on the p28 to run well...is it possible to mod it to not look for vtec with a simple resistor swap or something?

Sorry it's kind of vague, and if the questions are simple. I researched what I could with what I had...just looking for a little input.... At least it's not a "NEED HELP ENGINE DOESN'T WORK" post.

Well, any CEL could have effects on something else. Like I was missing a knock sensor and it caused my car to idle like ****. Fixed the sensor, idle went back to normal. So there's always a possibility.

If its a non vtec D15B get an automatic P06 for it.
