Default d15b ek jdm civic hunting under load

hi there,
my boss is having proplems with one of his cars for the shop. im asking for your guys help as no one in new zealand will reply to his thread and help him out. below is a direct copy of his thread from nz hondas, i will provide a link to his thread as well, cheers guys

So i have a ek sedan motor is d15b and while under load it is hunting, I am struggling to find the problem and reason.
Has anyone else had this problem. It hunts around 500rpm up and down while cruising.

It is throwing codes
16 - injectors
18- no such code
54- crank fluctuation sensor
61- primary o2 sensor

So far i have changes a lot of parts hoping for a remedy.

throttle body inc iacv etc
fuel filter
egr valve
crank sensor
o2 sensor
plugs
distributor
trans fluid
service
and i have tried another ecu
checked continuity of 02 sensor and wires etc they are sweet
resistance on injectors is all sweet and equal
Smoke tested to check for any vac leaks

All fault codes are still there even after resets etc and i have no idea what code 18 is at all.

Can anyone help me out here?

cheers

heres the nz hondas links as well

Have you tried a different distributor?

An erroneous code can mean a bad ECU.

Have you checked the injector wires for power and ground?

Have you checked the CKF sensor and wires?

Is the O2 sensor producing aberrant signals?

we used a 2nd hand ecu from our honda wreckers, ecus are tested by them before they stock them, cfk sensor? never heard of it
and not sure if the boss has tested that, but its a 2nd hand o2 sensor for the honda wreckers that also should have been tested before stocking it

Check the injectors' power and ground.

The CKF sensor sits behind the lower timing belt cover and is situated near the crankshaft.
