Get a long ruler, draw a straight line across your back bumper. Then use a hole saw to cut through.
Good luck in your quest of 200mph in your Civic.

yeah like the dude above said
get a big ruler
measure on the sides of the bumper and find the middle, then connect the lines though the middle of the bumper so you have a horizontal line goin across the back of your bumper
now find the middle of the bumper, go from there with your holes
goto home depot/lowes or any local hardware store and get the correct bit, they sell bits that go into your drill you can go as small as an inch or up to about 5 inches, they look like sharpe metal circles, prob like 5 bucks
i suggest you tape of the bumper before you drill though
where your going to drill put a layer of masking tape then a layer of duct tape then another layer of masking tape
your paint will not chip if you do it that way

Cutting holes in your bumper does not equal a diffuser. Holes in your bumper and a diffuser are two different things. A diffuser is made up of fins that accelerate air going underneath the car creating a low pressure zone and pulling the car closer to the ground. Holes in your bumper just free up air trapped by the bumper creating aerodynamic turbulance. Something that you will never need and I wouldnt recommend doing.
