Icon2 Cutting bumbstops?

I have a simple question, should cut the bumbstops i got with skunk2 sport shocks? I got the skunk2 lowering springs to match. The online instructions say to cut the bottom half off but the paper instructions that came in the box say to not cut it. kinda confused... Thanks

Also as a side, the drop is 2.5 in the front and 2.25 in the rear. As a DD with 205/40/16 tires is a chamber kit necessary?
