While the Momo wheel and the Honda airbag for the 96-2000 JDM CTR and the 96-2000 JDM ITR ARE the same, the hub (which is screwed to the wheel rather than welded) is very different.
Rule of thumb:
96-2000 JDM ITR wheel fits (with some modifications with the airbag connectors and some rotation of the cable reel to center the wheel) the 92-95 USDM Civic hub, and the Integra 94-2000.
96-2000 JDM CTR wheel fits (without modification so much as I can tell) 96-2000 USDM Civic hub.
The actual hub plate is swappable, so if you can ONLY get the incorrect wheel, if you have access to JDM Honda parts, you could get the hub. Another option is to find someone who wants to swap.

or you can swap the steering column
I've never done that into a 92-95 Civic with a column from the 96-2000. Wouldn't it be a little more complicated to switch in the column? I mean, what about the cable reel and the combination switch. The connectors might be different (I haven't looked). Hmm. Have you done this?
