Default cruise control vacuum line question

If you take out cruies control, should you plug the vacuum line to the intake manifold or should it stay unplugged? The reason i ask is because i dont have cc and it idles a little high but if i plug it then it dies at idle only sometimes though.

Plug the vacuum line, and then clean the IACV.
