Cruise Control problem
I have a 96 EX 4door automatic and when i hit the cruise control the car slows down almost 5 miles an hour before the cruise control takes over and slowly brings the car back to the MPH i set it too. Every other car I have been in and used the cruise, it comes on right away no slowing or anything. Is it becuase none of these other cars were Hondas? Do all honda cruise controls do this?

That has long been a trait of Honda cruise controls. Newer models aren't so bad, but I've driven many generations and they all fluctuated off the set speed on cruise.

My 96 LX does the same thing, but it goes one step further and will speed up 5 miles faster than I set it then slow down 5 miles below what I set it.

I have noticed some fluctuation in my 93 Si - I have found the remedy for me is to hold my foot steady on the gas, hit the "SET" button to actuate cruise control and then slowly release my foot from the gas pedal - you can literally feel the gas pedal pull away from your foot.
On my wifes '03 Accord - No fluctuation - this is due to the electronic potentiometer between the gas pedal and the throttle body (there is not physical connection)

So basically Honda's cruise system is semi jacked up and there's nothing we can do about it? Okay, this used to be my wifes car, I am driving all the time now so I want to fix all the little things that bug me.

it is most likely due to the pedal being not adjust properly
the reason it works on his car if he holds the pedal down slightly and waits for the cruise control to engage is simply because when you engage cruise control the cable has to basically be reeled in to pull the pedal and apply the accelerator.
holding down the gas is basically giving the cable no tension until the cruise control unit reels it in enough so there is tension and then either holds it steady, applys gas, or lets off.
i would try first making sure the cable is adjust properly.
