i need to know where the cruise control fuse is at on a 94 civic ex

Its #12 in the Under Dash fuse box and its a 15A Fuse.

Dash fuses 15 and 24 and hood fuse 42.

if my clutch switch was out would that make it to where my cruise wont work the person that own my car last by passed the switch

The clutch pedal has two switches, one for the starter (upper) and the other for cruise control (lower). Which one are you talking about?

well the upper was unpluggedi am not sure if the bottom one is bad or not

i do i check if the bottom one is functional.. i know the top one is bad i plugged it in and it dont work

You want to check the one with pink & black wires. There should be continuity (to ground) with your foot off the clutch. Push the pedal down, and you should have no continuity.
