Crappy idle on normal temp..

Crappy idle on normal temp..
The video is my car running normal temp. What is causing this? Its idling really low and adjusting the air control valve doesn't work. Could it be my egr not being plugged in?
help!
Specs
1997 D15b Sohc v-tec w/ p2j-003 ecu
