Could PCV be my problem...
Could a bad PCV valve cause my car to have surging idle.... 1100 rpms to 1600 rpms up down up down up down.... I've checked all my sensors on the Intake Manifold and checked all my vacuum lines.. Fuel Pump turns on when key is in On position, and i've never heard of a fuel filter causing this problem....

Could be the Idle Air Controller. The PCV shouldn't cause a surging idle. There are threads about cleaning the IAC, just do a search and some shoudl come up.
Just last week there was one with your exact problem. Suggestion to clean IAC worked and he posted a follow up.

If you remove your PCV valve you will get a slight surge or high idle. Just remove your PCV valve and check it out, if it looks clogged replace it and clean the tube and everything related with gum cutter. Good Luck.
Even easier, clamped the hose with some vice grips, if your here a click from the PCV valve it's working correctly.
