Default Could lack of ELD screw up my emissions?

Greetings all!


Here is the situation.
99 Civic CX (Canadian) w/ USDM 1997 B18c1. Bought the car from a friend and must get it E-tested to register it.

It throws the code P1298, which is the ELD code. So I started looking at ECM Connector D on the CX harness and noticed that there was no wire on Pin16, where the ELD signal wire would be.
So, mystery solved, the Canadian CX never had an ELD, but the USDM P72 ECM is looking for it...

My question are:
1. Because the ECM is looking for the ELD signal and there isn't one, is it assuming that the ELD is malfunctioning?
2. And if so, how does the ECM react to that? (Higher idle to compensate?) Does it do anything else, fuel etc. ?
3. Is there a way to fool the ECM to thinking that an ELD is present?


I have failed miserably the CO% part of my emissions test...and was wondering if the ELD problem could have contributed to it?

Before I tested the car, I changed the PCV valve (was clogged), put fresh oil and gas...

Idle test:
CO%
Limit: 1.50
Reading 5.82
RPM: 1052

Rolling test:
Limit: 2.89
Reading: 4.82
RPM: 2337

i dont know emmission laws there, but in delaware, they dont "sniff" OBD 2 cars. BUT if there is a code, pending or stored, they scan the ECU now so it will fail. but again in your area, i dont think lack of an ELD will cause an increase of emmissions. if i remember correctly, the ELD raises and lowers the idle for power demand? correct me if i am wrong.

Here in Ontario, Canada they unfortunately do an idle and an at speed test...

Yep, my understanding is that if the ECM senses a bad ELD, it compensated by raising the idle, which may expalin my high idle in the test, 1052?

in de they do as well on non obd2 cars. did it fail for high idle?
i passed with 1050 idle speed. i have a failing IAC valve.
