well your engine isnt brand new cuz its a 92-95 engine.
and the IACV is the main problem on cars that the idle goes up and down when its cold. then returns to normal idle when the engine warms up.
and yes. you can remove it, take it apart and clean it with brake/ carb cleaner.
there is a very nice DIY some where here on h-t

so your block has NEVER been used. NOT once? even though its MORE than a decade old?
w/e.
and new pistons, cam, cam gears, valve train, valves, valve springs, etc doesnt make the engine new.
new is FRESHLY forged. with 0 miles on EVERYTHING. including the bare block.
but ok.

good luck

you can clean it with out removing anything. just the iacv. but it will be slightly harder. im trying to locate a thread here on how to COMPLETELY clean the iacv by removing all parts and cleaning from top to bottom but im having no luck

its either that or the FITV. But you can clean out the IACV instead of replacing it.
And @ Unseen Racer, you can buy brand new blocks and heads from Honda. They dont pull them out of cars, they are brand new. I'm not sure if they still have some left over from like a decade ago (probably not), but they probably still forge them because of all the civics on the road there has to be some demand for new engines. I have a new Z6 head in my car, I got it from a kid who bought it from Honda brand new, put it in his car and then crashed it the next day.
