Default Corner light has little power...need help with wiring

My corner light has recently been only turning on when signaling (passenger side). When the headlights are on the other side turns on... but the passenger's doesn't

Anyway....there was a noticed tear in the wiring of the signal... so I cut and replaced the small section (no solder or anything... just quick crimp to see what happens) and it still doesn't work

I'm guessing the short is up higher but would like any advice on finding this before my engine bay gets torn apart.
