Default cooling question?

I just picked up a 94 civic hatch dx with 105,000 miles, runs like a champ. I notice when I start the car it takes a while for it to warm up during cold temps. Then when it finally gets to normal operating temp, it sometimes goes down again while driving, then it will go to normal temp. It does not go over the normal temp mark, just looks like it stays cold. Any suggestions?
Thanks.

Would the thermostat be the problem if after driving for a while on the freeway and it is running normal temp, then it just slowly goes down , but not all the way. a bad thermo cause that?
