Default Cooling issue

I have a b18c1 in my 96 civic, for some reason it takes for ever for car to warm up. When it does in goes up to half on the temp guage and then it cools down. My radiator fan doesn't work so I'm not sure what it could be. I already changed my fan switch and I'm gettnig a new water temp sensor. Can anyone else think of what it could be?
