Default cooling fan issue

Hey guys need some advise for the mechanically incline.
97 honda civic, started overheating. Check the radiator and found a few leaks on the hose. I found out one of the cooling fan does not turn on. Jump start it and it turn on, so it wasnt the motor.
Try a new cooling fan switch and the fan is not on. Swap the relay from the ac fan and it doesnt turn on either. Any ideas what i shld do next to make the fan working?
