Coolant Fan Problem. Help!

Coolant Fan Problem. Help!
1996 honda civic hatch, stock motor.
Okay... my fan never comes on and when I am at idle, the temp starts creeping up to H and goes all the way up if i sit still long enough. I bought the car used and this has always been the case. I recently tuned it up with new water pump, thermostat, radiator cap and seal. I did bleed the system after replacement. I did test the fan by jumping the wire at the harness on the thermostat housing and the fan does come on.
My question is... how many fuses are there? I checked under the dash and found no fuse and only found one fuse in the engine bay fuse box and that is fine.
What is the problem??? I did a search and it sounds to me that it is the sensor(switch) on the thermostat housing. Before I go and buy this $29.99 non-returnable part from autozone... is there anything else that could be the problem???
