Is the intake running through the hole right behind the passenger side headlight? If so, the stripping might be intended for the edge of that hole, so that the intake doesn't make metal to metal contact.

damn i knew ebay shorted me something on my cold air is it like the rubber connectors for cold air?? or is it like a rubber hole filler piece like hte ones in the firewall??

Yeah, I had the same one on my friends car. Like rodrez said, you put that rubber stripping around the edge of the hole behind the headlight. That way when the intake moves with the motor, or you hit a bump, it doesn't scrape the sharp edges of that hole.
