Default cold air and a header

I just got my 1999 civic ex coupe and I'm looking to boost my power and gas mileage just a bit. I am looking for best bang for the buck in a cold air system and even a nice header, any help would be appreciated. Of course my number 1 priority is reliability.

You'll get no boost of power with an intake and exhaust. Gas mileage maybe.

X2, you're effectively just making more noise. Possibly a 3-5hp upgrade between both. Gas mileage, however will noticeably increase b/c the engine is breathing so much easier.
