depends the budget your talking and what your going to be using the car for.
Generally speaking, and this only very generally without the above info. Coilovers will be better and has pros like height adjustability, dampening adjustment and the shock is matched to the spring so even a stiff spring will be tolerable on soft shock settings.
springs/shocks can be very good too and are often cheaper but thats about it for pro's.
cons of coilovers, price, shitty spring rates for many and they don't like salt from winter.
cons for spring/shocks, no height adjustments, spring rates suck too and choices are limited.

From my exp coilovers normally have a stiffer ride with adjustable ride height . Springs lower the car with no adjustability and provide a mild stiffness.You have to just ride on them both to really know.Struts are soooooooo important.Once installed a camber adjustment should be made .There a so many ways to go on suspension.You get what you pay for.
