Default Code 43, possible oxygen sensor..??

So i just checked my O2 Sensor with my multimeter, and the voltage bounced from .44 to -.30 back an forth for a minute than stuck on .44 for about 3-4 minutes... Car has serious hesitation sometimes when i just start driving, and it will occasionally throw a Cel 43, Fuel Pressure Supply System or w/e... I've changed dizzy, cap, rotor, plugs, injectors, filter, ect... But haven't changed the O2 sensor, and i'm hearing this could be a culprit upon code 43... While it's in that hesitation mode, if i open the throttle all the way, it will take off like no issues whatsoever, but if im only about half throttle, it bogs really bad...

So first off, is that voltage reading enough to estimate that my O2 sensor is shot, or no..???

And 2nd, if it was the fuel pump wouldnt it throw a different code..?
