To start you need fuel, fire and timing. If your not getting fuel or fire ( which it sounds like you are) then it might be a broken t-belt. check and see.

A quick check is to pinch off the return line so no fuel can be returned to the tank.
I rarely see fuel pressure regulators go bad, I would not look there first.
Buy a Factory Honda shop manual. Its a good way to learn how to troubleshoot the right way.

been there done that man got a helms and the book tells me that to fix code 15 go in this order

one replace spark plugs
two replace spark plug cables
three replace distributor

i did all three of them now that the code 15 is gone i have no clue why it doesn't want to start!

brand new cap wires are in the right order brand new rotor, i am so lost because i don't even have a cel, here is something i was thinking about, this is why i think my fuel pressure reg is bad, when i first go to start the car i put the key in i hear it prime i turn the key and it starts for a breif second and then after that it just keeps turning and turning, now i know that the cap and rotor are good because when we spray starter fluid in the Intake it runs when i step on the gas while it is running it seems like it is only running on two cylinders so i am wondering now if the fpr is bad and if i have two bad injectors. what do you think?

I know you said the plugs are new but if you've been trying to start it and it won't start, you could have fouled the plugs.

My car did the exact same thing, starts for about half a second then dies and won't do ****.

Replaced the plugs as a last ditch effort, Vrooom

Try it, what can it hurt?

Starting fluid has a high flash point and maybe you can ignite that with bad plugs.

Too cheap to buy plugs? I put the plug tips in a propane torch's flame then a few passes of fine sandpaper in the gap.

Let me know if I can collect that $100.

Have you done a spark plug test? To see if the spark plugs are even getting spark?

Have you tried heard the fuel injectors click?

Fuel pump is good?

Timing is on the money (using timing light)?

Have you changed the oil? Sounds weird but I have heard some times you will flood the engine with gas and it will affect it starting.

Even though it is a new timing belt it is still on there right? You can take off the dizzy cap and turn the key to start it and if the rotor moves you are good.

Does all the power accessories stay on? Do you have a good charged battery?

well let me know.

injectors. took them out the intake manifold and they sprayed nice and hard
fuel pump. has to be good if the injectors are spraying good
timing. can't use a timing light if the engine doesn't start.
oil. oil has 30 miles on it, but it is an idea i never thought about oil being a problem
my battery has a great charge becasue i put it on the battery tender every day.

What if you just leave just keep your car in the starting position (so the starter is turning the motor) then what happens?

Have you verified you are getting fuel? You say you believe you are but how are your fuel filters?

When you did your timing belt did you check to see if your dizzy rotor was on the #1 piston also?

yeah i am getting fuel. i took the fuel rail out and left the injectors in the rail and turned the key and they sprayed all four of them. my fuel filter is brand new and the fuel comes out just fine from the filter and the rail so that isn't an issue. the timing belt was redone and it is and was at tdc and the rotor is pointing at the number one spark cable.
