Default code 14 high idle and stumbling

okay guys I have a 97 civic dx. The only things ive done to the car has been y8 intake manifold, 99 gsr throttle body, headers, intake, and a obd1 conversion harness with a p06 dx ecu. Problem is the idle is extremely high and the car stumbles when driving. I've already set the tps to 0.5 v closed and 4.5v at open throttle. Coolant system is bled. Performed 3 wire to 2 wire iacv. I know the iacv works because there is voltage on both sides. Dont know what to do help please!

Code 14 is Idle Air Control Valve, on the back side of the intake manifold, next to the throttle body.

already swapped the iacv with another one even cleaned it still does the same thing

Check you wiring then, you may have a break somewhere, just get a flow chart and check it.

wouldnt the car shut of if I had a break? I FOLLOWED the instuctions on ff-squad and the car ran fine for a week or two than started going crazy

No, it would run fine with the Cel on, it will just idle like crap.

tried what u told me cant find anything wrong with the wiring. The car shuts off when i pull the plug on the iacv
