Clutch or Tranny?

5spd 1990 Civic 170k miles
2 & 3rd gear @ low rpms seems as though the transmission slips or surges, but if I rev the engine it works fine.

when I say 'slips', I mean it is as if I am in neutral. I hold the gas while in gear and only rev my engine rather than accelerating.
