In my 99 civic clutch pedal is very soft. Do I need new clutch or there is other things to check first?

low on fluid or bad clutch master cylinder or slave cylinder. Unfortunently its one of those things that is hard to diagnose over the internet.

look at the top of your clutch pedal at your master cylinder. if you see black fluid leaking (brake fluid), you need a new clutch master cylinder

I agree with these guys, check your fluid and add more if it's low. Make sure you bleed it afterwards also.
