Clusters should have wires at the back?

Default Clusters should have wires at the back?

I just bought a cluster off someone, and I was looking over eBay to see what the going rate was and I found that some of the clusters pictured have wires all over the back and some don't.
Mine is from a Canadian EX (4dr) and has no wires, is this how it should be?

The ones with wires just have cut harnesses from the car.
Yours is fine

The cut harness is only good if you plan to rewire the cluster to put it into an EG.
