Default cluster swap problem

i recently changed my cluster to a 95 vx cluster with tach. i drive a 93 cx. the problem is the tach will only go up to 3500 rpm when driving. it will however go to redline without a hitch when in nuetral or if you downshift. everything else works, there are no driveabilty issues and the tach works fine in the car it came out of. the distributor is brand new as i know the tach signal comes from there. any suggestions as to what it could be or how to fix it

Check the blue wire connections at the igniter unit and the cluster.
