not trying to sound like an a$$ but obviously going to be wiring, start at the vss and trace the wires back all the way to the cluster checking for breaks corrosion and pins in the right location do the same for the tach.

Is it throwing CEL code 17 by any chance?

Easy thing to do that has helped me in the past is to clean the VSS terminals and its connector too, even if they look clean.

If that doesn't work, do you have access to a multimeter or a voltmeter? Check for continuity of the VSS wiring. A cheap Hayne's manual outlines the rest of the VSS check procedure.

Or you could just run a new wire to the tach from the blue wire on your ecu. You have to splice into it and you can't cut it !!! 96-04 civics the speedometer wire from ecu is blue/white, not sure about 94 or gsr swap whatever you have.
