Cluster Problem (98 civic dx)

Default Cluster Problem (98 civic dx)

I have a 98 civic dx 5 spd, and my speedo isn't working. I changed the VSS in the tranny, but still nothing. Most of the time the speedo will just stay at 20mph. Even before the engine is on and the key is turned to the 1st position. Anyone know what this is?

from what i know, if you changed the sensor then it could be a bad cluster
