Default Cluster Lights

I'm having an issue with the cluster lights. To be more specific the light bulbs for the illumination of speedometer and tach are burnig out very quickly. I measured the voltage that runs thru the bulbs and its around 14V. It seems to me that it is too high. Can anyone confirm the correct voltage for me? thanks

What voltage do you measure across the battery posts with the engine off versus engine idling with no load (no accessories on)?
