civic only starts in limp mode

Default civic only starts in limp mode

Okay so i have a really weird problem.. Its a 97 dx hatch with a sohc zc swap vtec, everything is wired and good to go, it came
With a chipped p28 for that motor but the car does not start but ONLY when i take the chip out so its an empty socket, does the car start...

Car only starts when the chip is out so it is in limp
Mode.. I went and got a virgin p28 and car doesnt start but as soon as i put the other p28 in with no chip does it start

Er. Why does it need to be chipped? My understanding is that there is not any real differences between Z6 and ZCs.
