Default Civic noob needs Weber help 4 d15/40DCOE

OK, I posted this in another forum with no help so far. I bought this car as it was so i'm not real positive on the setup, but I can tell you that it was never properl running from the get go. This car has not been on the street for the past 5 years and was show only. The previous owner would get sponsorships and bolt on whatever he was given and that was it. The car has been trailered everywhere so i'm sure the setup isn't right but I have read others running this setup and it is. Problem is, I have no baseline of where to start. The car has:
D15B7 stock bottom end and head. I was told a JG Stage2 cam?? No info on it. MSD 6al box hooked to the stock distributor, nology coil. Dual 40 DCOE's with straight stacks (no cleaners), This feeds out of a DC 4/2/1 header and mozart exhaust (With cat) The cam timing is straight up on an AEM gear and the ignition timing is unreadable due to the lopey idle and varying idle RPM. It does look centered in the factory slots though and i'm aware of the guys running 26 advance on them but again, noob here.

I'm begging anyone with a very similar setup to give me some sort of baseline to get this car running. If it's close I can get it there, I just have no idea where to start with venturi sizing, jetting, etc... Your help is appreciated!

Thanks.
