CO %------2.03-------------0.82 Fail
NOx ppm---1413------------1072 Fail
RPM--------2024------------3000 Max
CO+CO2----15.08-----------6.00 Min

50/15 Test Reading---------Allowed
HC ppm----364--------------152 Fail
CO %------1.40-------------0.85 Fail
NOx ppm---1453------------1186 Fail

Is the CEL ON? The engine seems to be running rich and the cat may be bad. When did you last replace the plugs, wires, cap, and rotor and set the ignition timing?

like ronj said start with a tuneup then. it appears either your engine isnt burning the fuel properly, or your catalytic converter isnt burning enough leftover fuel. hence your HC and nox is high....

OR move to a diff state that doesnt check emissions !! Its much easyer than trying to comply with them.. lol

Not technical but its an option. but for Technical help. Id remove any after market fuel pump. Replace your cat. and be sure both O2 sensors are working properly. But if there is no CEL then there may not be an O2 sensor problem. If you have a Walbro 255 then that cranks more volume of fuel in there at the same pressure. the pressure regulator only controls the pressure but the volume will still change depending on the liters per hour your fuel pump can handle. Check your sparkplugs and be sure that they are clean and the spacing is correct. If they arent burning as much fuel as they are supposed to that could be a problem. possibly get larger diameter sparkplug wires.
Perhaps an oil change may help also. fresh oil so the motor doesent have to work as hard to turn with old oil
