Default civic ex vtec D16y8 no power

I just replaced my timing belt and water pump.
What would happen if I somehow was off by 1 tooth on the belt.
It just seems like there is no power.
My guess is that if I were off by 1 tooth I would KNOW it was off. It seems to run fine... No backfires, stutters or lag in throttle response. but, when I hit the gas is just doesnt want to go...
Compared to before the timing belt change it feels like maybe there is a slight loss in power.
I checked all the electrical tests involved with the VTEC and they are all fine, I dont feel it kicking in though. Im not sure if it ever worked, no check enging lights. Oil is full. Car is stock.
Is it worth it to have the ECU modified?

Check that both the crank and cam are set to TDC.

What I did was rotate the engine by hand untill the word UP was facing up on the CAM gear... and the mark on the crankshaft sprocket was aligned with the mark on the oil pump. I also marked 2 teeth on the cam gear with a paint marker right by the word "up" and marked 1 tooth on the timing belt between the gear marks. I marked the crankshaft sprocket in a similar way and transfered the marks from the old belt to the new belt. I counted each tooth on the new belt and the old to make sure the marks were in the right place. Then I installed the new belt and the markes lined right up...

Where I really notice the lag is in 5th gear going 55 on the highway, there is a big (2 mile) hill where I used to be able to speed up going up the hill now it slows down (about 3 or 4 miles an hour) even if I gun it...
I shorted the service check connector under the dash and checked the timing and adjusted it a little to get the red mark on the pully aligned with the marks on the timing belt cover. It didnt help much...

I have always thought that this car was slow...
This is a 1999 EX Civic with VTEC D16Y8 1.6
I had a 1993 CX Civic hatchback with no vtec 1.5
and the 2 cars are equal in speed.
If I remove the VTEC solenoid to check for clogs can I use the same gasket?
Is it just a screen in there or what?

How could I tell if the timing belt was off by 1 tooth?
Would it be totally obvious?
