What kind of concrete evidence do you need?
Civic EX, 1.6 SOHC VTEC.

The P2P ecu kicks at 5700 rpm (96-00 civic EX's)
The p28 kicks at 5200 (92-95 EX/SI)

All 1996-2000 honda civic EX's have the D16y8, a 1.6liter Single Overhead Cam VTEC motor, with a 5700 VTEC crossover and a 7200 rev limiter.
A good body of evidence would be that the valve cover says VTEC on it, and it has a VTEC solonoid next to the distributor and intake manifold. Those two things alone are as concrete as it gets

From the 1996 to 2000 Honda Civic Service Manual. The specs on the D16Y8 are the same for all years and the D16Y8 was in EXes for all years.

Go find an EX. Pop the hood. Not only will you see the VTEC solenoid that someone else posted, but you will see an engine code on the front of the block. It will say D16Y8 (unless the engine has been swapped). The fourth, fifth and sixth VIN digits will be EJ8. EXes also always have power doors, power windows, power steering, air conditioning and moonroofs.

As shown in the image above, the code on the block will read D16Y8, which is the 1.6L SOHC VTEC I4 that the 1996 to 2000 Civic EX coupes and sedans came with from Honda. No, the valve cover doesn't say "VTEC". No, you can't feel the VTEC "kick" when it engages. But it's there.
