Civic 97 speedo and odometer

Civic 97 speedo and odometer
Would anyone have any ideas why my speedo would be at 20km or 40km when the car is in park. Bouncing between the two when going slow, and sitting at 30km when I'm going at least 50km?? And will not go above 40.
checked fuses and tried replacing the vehicle speed sensor.
Any input would be greatly appriciated!
