Mystery

heres the deal. i just installed my VACF like 1 week and a half ago. after the installation it was running right. btw i installed it myself. but today for some reason i dont know why i was running in 3rd and hit about 4000 rpms and it started boggin out! i was like wtf. so i brought it to the shop and they said that the EGR valve was not closing after it hit 4000rpms. so he told me to reprogram my vafc. it that the problem or what? i got a 01 civic ex. 1.7 sohc. someone please help me out. thanks
