i got a cheap oem replacement bumper for my 87 for $60 at this place in Portland Oregon. The parts are made in oversees but mine was CAPA certified if that means anything.

http://www.jdmshit.com has aftermarket replacement OEM style bumpers that look pretty nice for around 110 shipped I think, primered and everything. I've ordered some CTR style headlights from them before and they fit very well.

Parts Channel Inc. But you cant buy the bumpers directly from them. I know a guy that has a Honda Junkyard and he contacted them and ordered it. I had to pay him $10 for that service, plus $50 for the bumper. They also have bumpers for $35 but their not certified.
