CEL wont flash

Default CEL wont flash

99 dx hatch with gsr motor with a jumper harness running a chipped p28, it recently started to redline at like 4100rpm I put a paper clip in the service connector and nothing happens. It used to blink before but now it doesnt do anything but light up. Anyone ever had this problem? is there another way to check a cel?

A solid CEL indicates a bad ECU.

That makes sense because I opened it up to see if it was burnt or wet, it turned out my EPROM chip was slightly unplugged. Thanks
