CEL Stays Lit When try to read codes

CEL Stays Lit When try to read codes
Found out the guy i bought car from took check engine light bulb out, so i put one in and stuck the wire in the two pin plug and turn on acc and it just stayed on any help? oh btw 1994 ex d16z6 stock
