CEL, no code?

CEL, no code?
Hey I've keep trying to find out what my CEL is for a while, and I've done the paper clip thing to jump the connector (obd1), and when i go to click the key 2 clicks (acc) my fuel pump primes and then the code is never flashed. I've check my codes a hundred times and its always normal.
After I drive around for a little bit it will flash but then sometimes it does like a half flash and its a little dim.
Does anyone know what gives with this thing?
btw I'm running a chipped p28 in a 95 del sol si with a d15b. im gonna try using my pr3 and seeing whats going on...

also, my SRS light will flash for a while, but in sequences, long flashes and short flashes. It had 5 long and 1 short flash and 8 long and 2 short flashes, wtf...
