CEL does NOT come on.

CEL does NOT come on.
I need to have my car smogged, but I can't because my CEL does not go through its "precheck" when you turn the ign on. It is a y7/y8 mini-me, with a P2P ECU. I have checked the resistance between the A18 pin and the light on the dash and I have continuity, I have grounded out the A18 wire and the CEL comes on, according to to the troubleshooting manual you then should replace the ECU, I did with another P2P and still no light. Any ideas?
