Default CEL codes 41 and 65

Just finished putting the transmission back in the car after replacing the mainshaft bearing and now it's throwing codes 41 and 65. The speedometer is also bouncing when I slow down, but not throwing a code 17 for the VSS. Any ideas.

CEL code 41 is primary oxygen sensor heater
CEL code 65 is secondary oxygen sensor heater wires

I'm guessing they're somehow related. I tried switching the plugs, but the codes didn't go away. Kinda lost. It's a 97 LX if that makes a difference.

o2 sensors and VSS are all fine. Fuse 15 was blown, codes are gone and the speedo is no longer on crack.
