Icon2 CEL CODE 78!?!?!?

Help guys I followed the CEL jumper procedure to pull the codes because my car seems to be studdering as I drive. Feels like an ignition problem the way it just kinda shuts off while im driving and wont go. But I have recently changed the coil, plugs, wires, cap and fuel filter. I do have a turbo on the car with the stock fuel pump so I thought maybe that was it but when I pull the codes I only get a code 78 which doesnt seem to show up in any of the code lists here online. Any input would help- thanks in advance.

That is what is so confusing! I have a 95 ex with auto trans. I chipped the ecu and I use chrome with a P30 basemap. And yes, It flashes 7 times long and 8 short. That is the only code. ???? Stock P28 ecu (obd1)

u got that right. Im sure people say this on here alot, but im NO NOOB. I have built my fair share of motors and recently installed my pieced together turbo kit myself. I went to school for engine performance at ATC (automotive training center) and I can honestly say I dont know WTF is going on. Then again, when it comes to cars (or anything for that matter) the more you learn about it the more you realize how much you really dont know.

I just changed wastegates and took it out for a spin and it didnt seem to sputter or throw the CEL again for some reason. I am really clueless and kinda worried now, because I dont wanna get far from home and have it start sputtering and die on me somewhere. (For example if it was the fuel pump dying.) (But then again, fuel pumps dont usually die out slowly, they just go- and thats it ur stuck.) Any and all comments, suggestions please-
