i got this from hybrid garage.
Oxygen Sensor Heater (Secondary)
malfunctioning or defective oxygen sensor heater
#67 96-98 Civic
does this mean the cat isnt doing its job and the o2 is picking it up, or is it that the 2nd o2 is bad? thanks....

I would replace both, but it is either the o2, the three-way cat, or both

Do you have a test pipe? Or a high flow cat?
CEL 67 is the secondary O2. It just means that the ECU detects that the cat isn't working properly. It should not affect performance at all.
